Chief Appraiser
Hood Central Appraisal District is accepting applications for Chief Appraiser. The Chief Appraiser serves as the District’s chief administrative officer and directs all appraisal and administrative operations in accordance with Texas law and policies established by the Board of Directors.
Position Overview
The ideal candidate will be an experienced, ethical, and proven leader with extensive knowledge of property appraisal, taxation, governmental administration, budgeting, personnel management, and public service.
Essential Duties and Responsibilities
- Direct and administer all operations of Hood Central Appraisal District.
- Ensure the timely and accurate appraisal of taxable property within the District.
- Prepare and certify appraisal records and appraisal rolls as required by law.
- Develop and administer the District’s annual budget and safeguard public funds.
- Recruit, supervise, evaluate, and develop District employees.
- Maintain procedures that promote accurate, uniform, and equitable property appraisals.
- Ensure compliance with the Texas Property Tax Code, Comptroller rules, public information and open meetings requirements, records-retention laws, and other applicable laws.
- Serve as the District’s primary representative to the Board of Directors, taxing units, taxpayers, government officials, attorneys, consultants, and the public.
- Prepare recommendations, reports, and supporting information for the Board of Directors.
- Coordinate with the Appraisal Review Board while maintaining the independence required by law.
- Oversee appraisal, collections, information technology, financial, human resources, and administrative functions.
- Manage contracts with appraisal firms, software providers, attorneys, auditors, and other professional service providers.
- Respond professionally to taxpayer questions, complaints, protests, and public-information requests.
- Represent the District during litigation, arbitration, Comptroller reviews, audits, and other proceedings.
- Perform all duties assigned to the Chief Appraiser by law or the Board of Directors.
Minimum Qualifications
- Must meet all eligibility and certification requirements applicable to a chief appraiser under Texas law.
- Registered Professional Appraiser designation through the Texas Department of Licensing and Regulation.
- Substantial experience in property appraisal, appraisal district operations and property taxation.
- Demonstrated supervisory and administrative experience.
- Working knowledge of the Texas Property Tax Code and generally accepted appraisal methods and techniques.
- Experience preparing and administering budgets and managing public funds.
- Strong written, verbal, organizational, analytical, and interpersonal skills.
- Ability to communicate effectively with the Board of Directors, employees, taxing units, property owners, elected officials, and the public.
- Proficiency with computer-assisted mass appraisal systems, Microsoft Office, and other business technology.
- Valid Texas driver’s license.
Preferred Qualifications
- Current Registered Professional Appraiser designation.
- Five or more years of progressively responsible appraisal district or property-tax experience.
- Prior experience as a chief appraiser, deputy chief appraiser, appraisal director or department director.
- Experience with both real and personal property appraisal.
- Experience with tax collections and appraisal district financial administration.
- Bachelor’s degree in business administration, public administration, finance, real estate, management, or a related field.
- Knowledge of mass appraisal standards, ratio studies, Methods and Assistance Program reviews, and Property Value Study requirements.
